Why do organizations need managers AND leaders?

The question was asked first on LinkedIn where other answers can be found. My answer was:

The short answer --- leaders make decisions. Managers make judgments about how to implement decisions. Supervisors make choices based on alternatives presented to them in the judgments their managers offer them.
